Holland & Hart Government Contracts Group Expands With Addition of Seasoned Healthcare Compliance Professional Ellen Bonner

Ellen Bonner has been hired as of counsel in Holland & Hart LLP’s Colorado Springs office, bringing a unique mix of government contracts and healthcare compliance experience to the firm’s Government Contracts practice.

As a seasoned government contracts and healthcare attorney, Bonner represents clients in a wide variety of government contract matters, litigation, and healthcare. She litigates before the U.S. Government Accountability Office, the U.S. Court of Federal Claims, the Armed Services Board of Contract Appeals, as well as state district court.

Bonner’s healthcare experience includes counseling clients on healthcare compliance, policy, CPT coding issues, contract management and administration, TRICARE, Medicare, and Medicare Advantage. She also counsels clients on grants, cooperative agreements, General Services Administration schedules, small business government contracting, size appeals before the Small Business Administration, organizational conflicts of interest, government contracting and procurement ethics, and affirmative action plans.

Prior to joining Holland & Hart, Bonner was in private practice, served as Vice-President and in-house counsel for several health insurance companies with government healthcare contracts, and held the position of Assistant General Counsel for the Department of Defense, TRICARE Management Activity, and the Department of the Army.

Bonner’s extensive successful post-award government contract bid protest litigation experience includes leading the defense as first-chair of a multi-billion dollar bid protest before the U.S. Government Accountability Office.

“With Ellen’s breadth of experience as a government contracts attorney in private practice, as in-house counsel, and in government service, she brings a sophisticated blend of expertise that fills a growing demand in government contracts law,” said Charles Lucy, chair of the firm’s Government Contracts group. “We believe her experience combined with her dedication to client service will bring extraordinary value to our corporate clients.”

Holland & Hart’s Government Contracts group is devoted to helping clients navigate the complex world of doing business with the government. With experience both as government counsel and as general counsel for firms doing business with the government, they have the understanding and perspective to see the issues from the client's point of view and fashion solutions that will satisfy the government.
