Charles brings more than 30 years of experience in federal regulatory, business, and litigation. 

He has technical experience in federal/state procurement and acquisition matters, bid protests, contract disputes act appeals, government contract audits and fiscal law issues, commercial space law, university/government technology transfer programs, homeland defense, and small business government contracting.

Charles has lectured at numerous conferences and seminars in Europe, the Pacific, and the United States. Topics have included “Shutter Control,” at the U.S. Space Foundation International Space Symposium; “Commercial Space Law,” at the U.S. Air Force Academy; “Technology Transfer and Higher Education,” at Boulder, Denver and Salt Lake City; and “Government and Public-Private Partnering,” at the DefenseExec Technology and Homeland Security Summit; “Public Contracts and Procurement Regulations in Colorado” at Denver and Colorado Springs, and numerous presentations at the Southern Colorado Government Contract Forum, as well as private client presentations.

Representative Matters and Projects
  • Successfully defended bid protest and TRO involving a $950 million contract before the Court of Federal Claims and Government Accountability Office
  • Defended Miller Act litigation, negotiating a $160 million contract between a client and the state of Michigan for a child support enforcement system that entails software development and deployment through 90 state field offices
  • Filed a successful bid protest on behalf of another client winning an award of a $5 million contract
  • Successfully settled several significant construction claims against the Army Corps of Engineers
  • Advisor for a $50 million RFP to privatize all utilities for the U.S. Air Force Academy
  • Successfully prosecuted a $1.2 million Contract Disputes Act claim before the Armed Services Board of Contract Appeals
  • Legal counsel to an 800-member faculty for all research and development programs, which included patent/copyright issues
  • Negotiated $900 K claim settlement with US Fish and Wildlife on wildlife refuge irrigation canal project based on superior knowledge theory of liability.

  • Successful recovery of $500 million on Air National Guard MATOC based on fair opportunity to compete theory of liability.

  • Currently prosecuting $2 million subcontract counterclaim on DOL training facility project T/D.
