Emanuel Cocian counsels utilities and utility consumers through a comprehensive variety of electric, natural gas, telecommunication, and transportation matters in regulatory administrative proceedings throughout the Rocky Mountains, including Colorado, Montana, New Mexico, Utah, and Wyoming.

He represents natural gas local distribution companies and pipelines, large electric consumers and electric consumer coalitions, independent power producers, renewable energy developers, competitive and rural local exchange carriers, cable companies, water utilities, and utility consumer organizations.

Prior to joining Holland & Hart, Emanuel was an Assistant Attorney General for the State of Colorado, where he represented Trial Staff of the Colorado Public Utilities Commission in nearly all areas of public utilities law, including electric, natural gas, telecommunication, and transportation matters.
