Jeni Lamb Rogers

Jeni's passion is food and agricultural law, in all its many aspects.

She holds a Master of Science in Agricultural & Applied Economics, and brings a variety of experience in food and agriculture to the to help clients navigate complex federal, state, and local regulatory frameworks and help their food businesses to thrive. Prior to attending law school, Jeni worked for the food hub, Appalachian Sustainable Development, to help conventional and organic produce growers and small processed food businesses market their products to restaurant and wholesale buyers, manage risk, and practice food safety. She also started a non-profit soy processing business for farmers living with HIV in western Kenya and has worked on conservation agriculture research projects in Kenya, Uganda, and Lesotho. While working in agricultural policy,  she focused on food safety and trade issues with the U.S. House of Representatives Committee on Agriculture, the Senate Committee on Agriculture, Nutrition, and Forestry, and the American Seed Trade Association. During law school, Jeni gained experience as clerk with the Environmental Protection Agency and for the Honorable John L. Kane of the District of Colorado.

She assists clients with regulatory compliance in negotiating processing and co-packing agreements, reviewing food product packaging and labeling, examining food safety plans and processes required by the Food Safety Modernization Act (FSMA), drafting comments for clients on federal regulations, advising on legal challenges to regulations, and developing individualized plans to prepare clients for state and federal inspection of food facilities.

Jeni is trained in Good Agricultural Practices (GAPs), Good Handling Practices (GHPs), and is a Food Safety Modernization Act Preventive Controls Qualified Individual (PCQI) for Human Food.

  • Represented brands in the negotiation of contract manufacturing agreements for natural and organic foods, dietary supplements, and cosmetics

  • Drafted tissue supply agreements for use with recovery agent and hospitals

  • Reviewed packaging designs and websites for compliance with FDA and FTC guidelines

  • Advised on the appropriate labeling and marketing of processing aids and food contact substances

  • Advised on appropriate labeling for domestic wines

  • Assisted in case preparation of western states in legal challenge to the Environmental Protection Agency’s Waters of the United States Rule

  • Assisted in case preparation for Oil Pollution Act prosecution

  • Drafted comments on regulations promulgated under the Food Safety Modernization Act

  • Drafted comments on Draft Environmental Impact Statement for the Food Safety Modernization Act Produce Rule

  • Developed toolkit for and testified before the Atlanta Public Schools Board on Farm to School issues

  • Prepared language for zoning amendment and presented to Fulton County Council on revising its zoning ordinance to support urban agriculture 

  • Served as FDA liaison and obtained favorable result for client in managing multiproduct recall 

  • Represented and advised client through market withdrawal

  • Represented client in response to demand letter from plaintiff’s firm for claims on consumer products 

  • Provided strategic advising to investment clients on FDA, FTC, and Organic regulatory compliance of target clients in the food and dietary supplements industries 

  • Advised on necessity of label changes due to ingredient substitution

  • Advised on development of compliance programs for the holding of human food byproducts for animal food, labeling of animal food

  • Advised on developing compliance programs for food contact substance manufacturing
