Kirk assists energy and natural resources clients with complex regulatory issues and disputes related to project development.
Kirk helps clients advance their projects through effective permitting and regulatory strategies in state and federal jurisdictions. He is knowledgeable in navigating the complex federal and state regulatory processes, including obtaining the necessary authorizations to develop and maintain energy and natural resource projects on public lands. Kirk assists in protecting his clients’ interests by challenging federal agency regulations and permitting decisions, as well as defending project approvals.
Prior to joining Holland & Hart, Kirk served as a judicial law clerk for Judge Joel M. Carson III on the United States Court of Appeals for the Tenth Circuit. Before and during law school, he served as a contracting officer for the Central Intelligence Agency.
