Paula counsels oil and gas clients on routine and complex regulatory and administrative matters in New Mexico.
Paula regularly represents oil and gas companies before the New Mexico Oil Conservation Division (OCD) on regulatory and compliance issues. She advises clients on state and federal administrative matters through the life cycle of an oil and gas project, from exploration, drilling, and development through environmental compliance and remediation.
Paula has developed a particular expertise on both state and federal surface and downhole commingling. She regularly assists clients through the application process and represents clients before state and federal agencies applying for approvals.
Paula draws from her unique experience in the oil and gas industry as a private sector consultant for offshore oil and gas and over a decade of experience focused on regulatory compliance, operations, and safety as an active-duty Officer in the US Coast Guard to provide counsel tailored to her clients’ unique needs.
Prior to joining Holland & Hart, Paula worked at a boutique energy, environmental, and natural resources law firm, where she counseled clients on a range of administrative and regulatory matters. She also worked as a paralegal for the US District Court for the District of New Mexico. Paula is a Lieutenant Commander in the US Coast Guard Reserve and currently serves as a Reserve Judge Advocate General for the US Coast Guard Cyber Command.
