Troy develops strategic engagement plans to advance clients’ legislative and regulatory priorities.

Troy leverages trusted relationships with bipartisan federal government stakeholders to help clients navigate legislative and regulatory challenges. He helps clients assess the opportunities and risks of federal engagement and develops short- and long-term tactics and strategies—including lobbying, public relations, and political intelligence—aligned with their business interests.  

Clients benefit from the combination of his public sector expertise from high-level roles in Congress (serving two US Senators) and the executive branch (appointee in two presidential administrations) and his private sector experience advocating for industry interests.  

Troy served as the Associate Administrator for the Office of Congressional and Intergovernmental Relations as the US Environmental Protection Agency and as Senior Advisor to the Administrator for External Affairs for External Affairs. In these appointed roles, he led EPA’s bipartisan negotiations with Congress, managed the confirmation process for EPA nominees, and liaised with state governors. 

Troy also brings a deep understanding of energy industry priorities and challenges, particularly concerning environmental and climate change regulation, from his work as Vice President, Government Affairs for the American Exploration & Production Council; as Manager, Government Affairs for Hess Corporation and Hess PAC; and as Director, Communications and External Affairs with BP America.
